About the Opportunity

The Capital Planning Manager (CPM) plays a critical role in advancing economic opportunities for St’át’imc communities by leading the analysis, coordination, and communication of capital and operational projects with BC Hydro. This position ensures that St’át’imc members and businesses benefit from employment, contracting, and training opportunities created through major infrastructure and operations projects.

Working closely with St’át’imc Government Services (SGS) staff and leadership, BC Hydro, and community partners, the CPM translates long-range capital plans into actionable business and workforce opportunities while supporting the growth and readiness of St’át’imc-owned businesses.

More specifically, your responsibilities include but are not limited to:

Capital Planning & Opportunity Analysis

  • Analyze BC Hydro’s 3–5 year capital, operations, and maintenance plans to identify employment, contracting, and training opportunities.
  • Break down complex capital projects into detailed scopes and work components to support business development and workforce planning.
  • Identify emerging and “hidden” market opportunities for St’át’imc businesses.
  • Monitor industry trends, procurement practices, and capital project developments relevant to BC Hydro.

Community & Business Engagement

  • Build strong working relationships with St’át’imc communities to understand workforce skills, certifications, business capabilities, and economic priorities.
  • Engage directly with St’át’imc-owned businesses to assess readiness, capacity gaps, and support needs.
  • Maintain up-to-date inventories of workforce skills and business capabilities across the Territory.

Business Development Support

  • Support opportunity strategies, relationship-building, and partner engagement for St’át’imc businesses.
  • Coordinate with SGS, BC Hydro, and external support networks to facilitate opportunity flow and access to information.
  • Track business relationships, opportunities, and outcomes using CRM tools (e.g., Salesforce).

Planning, Coordination & Communications

  • Organize and prepare materials for Quarterly Capital Planning meetings between St’át’imc and BC Hydro.
  • Develop clear, consistent communication tools to share opportunity information with communities and members.
  • Ensure information is timely, accessible, and easy to understand.

Reporting & Documentation

  • Produce monthly progress reports measuring outcomes such as contracts awarded, members employed, and training/apprenticeships created.
  • Prepare reports and briefings for the SGS Board of Directors and/or SCC.
  • Document methodologies, work breakdown structures, outcomes, lessons learned, and opportunity-tracking processes.

About You

To qualify, you will need a Bachelor’s degree in Planning & Engineering, or Applied Science (Mechanical or civil preferred), along with at least 8 years of management experience in planning, construction, engineering, or project cost estimating.  An equivalent combination of education and directly relevant experience may be considered.

We welcome candidates with transferable experience from infrastructure, utilities, energy, environmental consulting, government, Indigenous relations, or other capital project environments.

The following are required:

  • A valid driver’s license, a clean driver’s abstract, and access to a reliable vehicle
  • Ability and willingness to travel within the territory and to locations such as Vancouver, Victoria, or Kamloops
  • Ability to undergo a criminal record check and vulnerable sector check

Additionally, the following skills and background will be highly valued:

  • Strong knowledge of capital project life cycles, operations and maintenance programs, and procurement processes.
  • Experience with industrial or utility environments is an asset.
  • Advanced skills in project planning, cost estimating, workforce planning, and resource management.
  • Strong understanding of business management, financial controls, and performance measurement.
  • Proven ability to build strong relationships with communities, businesses, and corporate partners.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Ability to manage multiple projects and priorities simultaneously.
  • Willingness and ability to travel extensively throughout St’át’imc Territory.
  • Experience working with Indigenous communities (asset)
